What is the desired state of the security situation in the Minsk community by 2031? The answer to this question was determined together by representatives of the authorities and the public.
A strategic session on the development of an up-to-date Action Plan, taking into account the Report on the results of the security audit, was held in the Minsk community. Representatives and representatives of the working group consisting of local self-government, police, State Emergency Service, and local activists joined its implementation.
The Minsk community of Chernihiv region is a participant in the project "Detection, prevention and response to security challenges in territorial communities of Chernihiv region", which is implemented by the NGO "Association of Democratic Development", and it is a component of the "Impulse" project, which is implemented by the International Renaissance Foundation and the IBO "Eastern Europe Foundation".
During the strathsession, participants:
- they discussed the purpose of the Action Plan, the principles of its implementation and the values on which the community's security policy will be based;
- identified interested parties, their interests, roles, resources and opportunities for involvement in the implementation of the Action Plan;
- the problems identified as a result of the preliminary analysis of the security audit were worked out;
- the relevance of the problems, the causes of their occurrence and the priority of response were clarified.
In addition, determine the list of measures to solve priority problems, their possible sequence and implementation periods for the next five years. It was also about the results of the implemented measures, indicators for evaluating their implementation. And — consolidation of responsible performers, co-performers and partners. During the strat session, the participants discussed potential sources of funding and resource needs for the implementation of the security measures provided for in the Action Plan.
The strategic session allowed together representatives of the authorities and the public to comprehensively understand security issues, to formulate goals in accordance with the vision, mission and priorities of community security.
