We support residents of Chernihiv Oblast and Sumy Oblast
Residents of settlements of Chernihiv Oblast and Shostky District of Sumy Oblast, which are included in the list of territories where hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by the Order of the Ministry of Development of Communities and Territories of Ukraine № 376 dated 28.02.2025, who suffered from war or left their homes due to shelling, can receive a one-time payment in the amount of UAH 12,300.00.
Financial assistance is provided by the Public Organization "Association for Democratic Development" within the framework of the project "Comprehensive services for the protection of civilians affected by hostilities and improving the resilience skills of employees who come to the rescue first".
The project is implemented in partnership with the Charitable Foundation "Right to Defense" with the support of the Government of the United States of America.
"When a person experiences shelling or urgent evacuation, he loses everything in a matter of minutes: safety, housing, ordinary life. Helping here and now — is critical.
Cash assistance enables people to cover acute needs on their own and feel at least minimal resistance. Our team works non-stop. Within the direction of assistance after shelling (UCT3), 45 people have already received financial support. Currently, the stage of detailed verification of data on applications from evacuated people (UCT2) is underway. Immediately after its successful completion, all funds will be paid to those persons who meet the criteria of the program", shares project manager Iryna Kulyk.
Cash assistance is provided in two directions:
1. Assistance for evacuated persons
The payment was created for those who left their homes due to shelling or orders for mandatory/voluntary evacuation and moved from territorial communities of Dnipropetrovsk, Donetsk, Zaporizhzhya, Luhansk, Mykolaiv, Sumy, Kherson, Kharkiv, Chernihiv regions, which are included in the list of territories in which combat operations are (were) conducted or temporarily occupied by the Russian Federation approved by the Order of the Ministry of Development of Communities and Territories of Ukraine № 376 dated 28.02.2025 to communities of Chernihiv region or Shostky district of Sumy region. Priority is given to families who moved: Up to 45 days ago (recently evacuated).More than 45 days ago, but not more than 6 months ago, and have the highest needs (eg families with children or the elderly, people with disabilities, single caregivers, or those who have lost income and need basic necessities).
2. Assistance to victims of shelling
Payment for residents of territorial communities of Chernihiv region and Shostky district of Sumy region, which are included in the list of territories where hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by the Order of the Ministry of Development of Communities and Territories of Ukraine № 376 dated 28.02.2025, who remain in their settlements, but were directly affected by military operations. The organization responds in accordance with the approved rotation mechanism/Rotation Mechanism from Cash Working Group.
The cash assistance process is fully transparent and follows CWG lists. The mechanism is as follows: territorial communities form lists of people in need of support and submit them to the CWG. There, data is verified to avoid duplication and distributed among humanitarian missions.
