NGO "Association of Democratic Development" within the framework of the implementation of the project "Detection, prevention and response to security challenges in territorial communities of Chernihiv region" (№G56186 dated 14.01.2026) announces a tender for the purchase of event organization services.

The participant determines prices taking into account all types and volumes of services provided that must be performed. The offer price must include all expenses of the Participant, including payment of taxes and fees paid or to be paid, cost of materials, insurance, other expenses. If the Participant's offer does not contain all types of work or a change in the volume and composition of work according to the procurement documentation, this offer is considered not to meet the conditions of the procurement documentation and is rejected by the Customer.
Term of provision of goods/services: inclusive until January 31, 2027 from the date of signing the Agreement.
Technical, qualitative, quantitative and other characteristics of the subject of procurement
(technical task):
The supplier must ensure comprehensive provision of services (conference services) for the organization of thirty-four events within the project. Seventeen events each in. Mena Menska TG, village. Kulikivka, Kulikivka TG, Chernihiv region.
The supplier must provide:
- choosing a location for events with the necessary office equipment (projector, laptop, screen, flip chart);
- provision of food for participants;
- organization of registration of participants;
- ensuring reimbursement of project team travel costs.
Requirements for potential service providers:
- positive experience of providing services (conference services) in organizing events;
- positive experience of cooperation with public organizations and charitable foundations;
- possibility of making calculations without VAT;
- willingness to provide all supporting cost documentation included in the estimate;
- no tax liability;
- is not the subject of legal proceedings and bankruptcy or liquidation procedures;
- non-involvement in terrorist and/or criminal activities and lack of relation to persons and/or organizations associated with terrorist and/or criminal activities.
In order to ensure safety and increase efficiency, all the above-mentioned measures must be carried out in compliance with safety norms and rules in Ukraine (access to shelters, loudspeakers, convenience for people with reduced mobility and people with disabilities, etc.).
Composition of the package of proposal documents:
The tenderer shall provide the organizer with the following documents:
- A copy of the document confirming state registration;
- A copy of the document confirming the tax status;
- Appendix 1 – Purchase form; (Appendix 1 Purchase form )
- Appendix 3 – Compliance letter. (Annex 3 Letter of correspondence)

Tenders that fully meet the conditions of this tender announcement are allowed to participate in the selection of tenders.
Tenders must be valid and will not be subject to changes by the tenderers who submitted them until the full completion of the provision of services/works/transfer of goods.
Tender documents must be drawn up in Ukrainian, signed by an authorized person of the participant and certified with a seal (if available) and sent to e-mail: demokrat_rozvitok@ukr.net.
All tenders received by the organizer after the deadline for their submission, namely after 12:00 p.m 20.03.2026 year, will not be considered.
The determination of the winner of the tender will take place by the tender organizer after the financial and technical assessment of the proposed tenders in accordance with the essential selection criteria (conditions) specified in this tender announcement, but no later than 23.03.2026 року.
The results of the tender will be notified by the organizer to the tenderers by sending appropriate messages by e-mail within no more than three working days from the date of the decision to determine the winners.
