Protection of human rights in conditions of war: state and prospects of the Chernihiv community. The round table meeting with this name was held in the Chernihiv City Council for the Constitution Day of Ukraine. The event brought together representatives of the authorities and public organizations for discussion. Nataliya Apanasko from the "Association for Democratic Development" shared the experience of the Chernihiv Oblast 1325 coalition, which is working on the localization of the National Action Plan for the Implementation of UN Security Council Resolution 1325 "Women. Peace. Security." The coalition in the Chernihiv region has been working since the summer of 2023 and today unites more than 30 organizations and institutions.
The coalition implements various projects aimed at the active activity of women in communities; psychological assistance to women and families with children, IDPs, vulnerable categories of the population; support for victims of violence; strengthening of women's NGOs of the region and the women's movement in the region in general.
For almost two years of its activity, up to 10 projects were implemented with the support of the Ukrainian Women's Fund. In 2024 alone, members of the Coalition attracted more than UAH 2.2 million in additional funding to the communities of the region - these are grants from UZHF and international donors.
At the level of the city of Chernihiv, in cooperation with the authorities and the public, the measures of the Regional Action Plan 1325 are being implemented. Schools, medical institutions, TsNAPs, public organizations are involved in this process. There is a focus on education, prevention, support for IDPs, counter-violence, medical care, training for young people and women.
At the same time, there is room for growth.
Appointment of a gender adviser/advisor to the city council;
Entry of city structures into the Coalition "Chernihivshchyna 1325";
Systematic gender analysis of regulatory documents, budgets, decisions, with clear conclusions and action plans.
Gender audit of the composition of commissions/staffs, with subsequent decisions and actions, etc.
I hope that our work and recommendations will be taken into account, as the agenda of "Women. Peace. Security" will be especially important in the conditions of post-military development of both the region as a whole and individual cities and communities. It is about joint activities and coordination not for a year or several years, but for decades", Nataliya Apanasko emphasized.
