Experience that deserves to be shared!
The practice of conducting security audits in communities, especially in border communities, needs to be spread, given the ongoing war and simultaneous recovery processes. We can draw such a conclusion based on the examples of the Kulikiv and Minsk communities of Chernihiv Oblast, which are participants in the project "Detection, prevention and response to security challenges in territorial communities of Chernihiv Oblast", which is implemented by the NGO "Association for Democratic Development", and it is a component of the "Impulse" project, which is implemented by the International Renaissance Foundation and the Eastern Europe Foundation.
Scaling the experience of conducting security audits in communities is an extremely important step to ensure sustainability, efficient allocation of resources and creation of a safe environment at the local level.
This tool deserves to be distributed, because it:
- Unification of security standards: Scaling will allow the introduction of uniform security standards and markers. This ensures that residents of both towns and small villages can obtain an adequate level of protection and access to security services
- Cost-effectiveness: Conducting audits helps communities see their vulnerabilities clearly. Instead of chaotic expenses, there is an opportunity to spend local budget funds purposefully where there are the most threats. For example, lighting dark streets, installing video surveillance cameras or repairing shelters, etc.
- Attracting international investment: Donors and international partners are more willing to allocate funds to those communities that have a clear, audit-confirmed risk analysis and plan to overcome them, rather than just abstract requests.
- Thoughtful reconstruction: In the conditions of constant security challenges, the audit helps to quickly identify new threats (critical infrastructure, logistics routes, mine safety) and integrate security solutions directly into post-war recovery plans.
In addition, conducting security audits in communities strengthens trust in local authorities and consolidates the practice of regular interaction between the police, emergency services, local authorities and the public sector, turning security into a joint responsibility.
