Financial support of local initiatives — for public organizations and volunteers of Chernihiv Oblast!
BO "Charitable Fund "Association of Democratic Development" in partnership with the international humanitarian organization ZOA with the support of the Humanitarian Fund for Ukraine announces a competition for financing local initiatives for public organizations (CSOs) and volunteer groups (VG) of Novgorod-Siverskyi, Koryukivskyi and Chernihiv districts of Chernihiv region through group money transfers (GGT).
Conditions: 1 organization = 1 offer.
Main OBJECTIVE — to support local initiatives aimed at meeting the priority humanitarian needs of people who remain near the front line/border, newly displaced and evacuated persons, as well as communities and people affected by strikes.
What projects are supported?
The initiative must meet at least one of the Strategic Priorities of the 2026 PGPR:
- Priority 1: Support for the most vulnerable persons near the front/border line (only for 0–50 km zones).
- Priority 2: Assistance to vulnerable newly displaced and evacuated persons in safer areas, in particular through transit centers and collective points (only for those who have moved from the 0–20 km zone).
- Priority 3: Emergency aid after strikes in the framework of medium-term recovery lasting up to 3 months (only for the 20–50 km zone).
Maximum amount of funding:
for CSOs — up to $10,000 in hryvnia equivalent;
for HG — up to $5,000 in hryvnia equivalent.
Requirements for CSOs:
- experience in the implementation of social, humanitarian or other projects aimed at supporting communities; for newly created CSOs, the experience of the manager or key team members may be taken into account;
- availability of non-profit status;
- absence of obvious virtuous, reputational or legal risks;
- registration no later than 6 months before the start of the competition;
- the annual budget for 2025 does not exceed UAH 5 million; legal address in Chernihiv region (except for relocated CSOs);
- the activities of the organization and the proposed initiative must comply with humanitarian principles.
Requirements for volunteer groups:
- between 2 and 10 people who do not belong to the same household;
- the leader is registered as a volunteer in the Register of volunteers of the anti-terrorist operation and/or implementation of measures to ensure national security and defense, repel and deter armed aggression of the Russian Federation or is ready to register with the support of ZOA or BO "Charitable Fund "Association of Democratic Development";
- absence of obvious virtuous, reputational or legal risks;
- the group has a common goal focused on solving community problems;
- the group's activities and the proposed initiative should be in line with humanitarian principles.
Terms and conditions:
Implementation of projects: up to 6 months (completion no later than January 31, 2027).
Acceptance of applications: from 30.06.2026 to 31.12.2026 (or until the end of financing).

For reference:
For CSOs, administrative costs can be covered only to a limited extent and only if they are directly related to the implementation of the initiative, including the costs of remuneration of personnel involved in project coordination, financial management and reporting, within the limits of up to 8% of the initiative's budget. An additional provision is made for 7% of the approved budget of the initiative for indirect costs.
HG members may not receive personal financial benefits or funds to cover administrative or indirect costs. At the same time, reimbursement of direct costs necessary for the implementation of the initiative, in particular transport costs, is allowed.
