In the Kulikiv community in Chernihiv region, work on the report on the conducted audit of the security of the territory was completed. A comprehensive study of the public space in Kulikivka took place within the framework of the project "Detection, prevention and response to security challenges in territorial communities of Chernihiv region", which is implemented by the NGO "Association of Democratic Development", and it is a component of the "Impulse" project, which is implemented by the International Foundation "Renaissance" and IBO "Fund "Eastern Europe".

The purpose of the security audit of the territory of the Kulikiv settlement territorial community was to identify existing security challenges, risks and barriers in the public space, taking into account the gender-sensitive and inclusive needs of women and girls, to assess the availability of infrastructure and services for various population groups, as well as to develop practical recommendations for preventing identified challenges, responding to them, increasing the level of security, accessibility, inclusiveness and comfort of the living environment on the territory of the community.

The practical part of the security audit involved complex work, which included the focus of group research, interviews, the study of security documents in the community, as well as — conducting a survey of the territory along a certain route in the central part of the village of Kulikivka. During the route, the state of public spaces, pedestrian infrastructure, accessibility of social facilities, administrative institutions, shelters, level of lighting in the evening, navigation, barrier-free and other factors that can affect the level of public safety were assessed.

The working group followed the route in the center of the community from the Kulikiv Professional Agrarian Lyceum to the Kulikiv Hospital for scheduled treatment. It covered key public spaces and objects of educational, administrative, social, medical and critical infrastructure, which are used daily by different categories of the population, which provided a comprehensive assessment of the community's security environment.

Among the main problematic issues, it is highlighted:

  • No fencing between the seating area and the roadway.
  • Unsatisfactory condition of the stairs and ramp to the Ukrposhta JSC branch.
  • Insufficient level of safety and accessibility of the pedestrian crossing at the intersection of St. Miru and St. Partizanska.
  • Insufficient level without barrier accessibility in the center of the village.
  •  Insufficient level of accessibility and information about shelter facilities.
  •  Insufficient level of lighting along the route of the territory security audit in the evening and at night.

The results of the audit confirmed the need for further implementation of barrier-free principles during the development of community infrastructure, as well as taking into account the needs of various categories of the population during the development of the Action Plan for identifying and responding to security challenges, as well as further planning of improvement measures.

The material was prepared within the framework of the project "Empowerment of civil society for the stability and restoration of Ukraine ("Impulse")", implemented by the International Renaissance Foundation Міжнародний фонд "Відродження" together with the Eastern Europe Foundation Фонд Східна Європа funded by Norway (Norad) and Sweden (Sida).
