Observance of human rights in law enforcement agencies is an important and urgent issue.
Anna Nikolenko-Baieva, adviser to the head of the Chernihiv Regional State Administration on ensuring equal rights and opportunities for women and men, preventing and countering gender-based violence, head of the secretariat of the Coalition "Chernihivshchyna 1325" and head of the NGO "Association of Democratic Development" learned how the rights of detainees are respected in the Chernihiv District Police Department.
The visit took place at the invitation of the department for organizing the activities of temporary detention centers and monitoring actions with detainees of the State Police in the Chernihiv region.
Ms. Anna to express her gratitude to the head of this department, Ruslan Avramenko, and the head of the human rights compliance sector of the Chernihiv District Police Department, Yulia Tkachenko, for detailed information on the main areas of their activity, the role of the human rights compliance inspector, as well as familiarization with the functioning of the Custody Records information system.
Custody Records — electronic information system for recording and recording actions with detainees. It provides continuous control, video recording and electronic accounting of every step towards the detained person from the moment of his delivery to the station until his departure from there.
The system operating in the Unit since March this year is very important for respect for human rights. It is also about the transparency of police activities and compliance with modern standards of treatment of detainees.
Also, during the meeting with law enforcement officers, they discussed the importance of implementing modern mechanisms for ensuring human rights, cooperation with civil society institutions in order to implement best practices in the activities of units of the National Police of Ukraine.
