The report on the conducted community security audit is not just another document for the local council, but an in-depth analysis of security problems and recommendations for responding to these challenges.

The Kulikiv and Minsk communities, where work on the reports continues, are participants in the project "Detection, prevention and response to security challenges in territorial communities of the Chernihiv region", which is implemented by the NGO "Association for Democratic Development", and it is a component of the "Impulse" project, which is implemented by the International Foundation "Renaissance" and the IBO "Eastern Europe Foundation".

At the same time, this document certifies the involvement of local residents in the audit, as it takes into account public opinion polls, focus groups, as well as the analysis of statistical data and current decisions of the local council. In addition, local residents are involved in the working group conducting the audit. Therefore, the result of joint work is identified problems, dangerous locations, a better understanding of the level of trust in the police and local authorities. The report is a bridge between residents, the public sector and the authorities. It turns people's subjective fears into a clear strategy of action for local self-government.

Meaning for local authorities:

  • Legitimizing solutions: Allows you to allocate a security budget based on real data, not assumptions.
  • Prioritization of tasks: Helps identify which problems need to be solved immediately (for example, lighting the streets near the school or placing a "lying down policeman").
  • Attracting resources: Becomes the official justification for receiving international grants or subventions.

Meaning for community residents:

  • Impact on change: Residents see their suggestions heard and recorded. This stimulates people to self-organize and work together.
  • Іcontrol tool: The Community can expect reports from the authorities on the implementation of specific points in the plan.
  • Awareness Raising: People learn about existing security threats in the community and possible ways to address them.

The material was prepared within the framework of the project "Empowerment of civil society for the stability and restoration of Ukraine ("Impulse")", implemented by the International Renaissance Foundation" Міжнародний фонд "Відродження" together with the Eastern Europe Foundation Eastern Europe Foundationа financed by Norway (Norad) and Sweden(Sida).
