Why do the Minsk community need a security audit?
In the Minsk and Kulikiv communities, security audits are being developed within the framework of the project "Detection, prevention and response to security challenges in territorial communities of the Chernihiv region". This project is implemented by the NGO "Association of Democratic Development", and it is a component of the "Impulse" project, which is implemented by the International Renaissance Foundation and the IBO "Eastern Europe Foundation".
Territorial communities of Chernihiv Oblast, including Minsk and Kulikivsk, face critical security challenges in the conditions of the ongoing war, including proximity to the border with the Russian Federation, regular shelling of the border, mine danger, lack of reliable shelters and the need to adapt local self-government to crisis conditions of recovery.
Meanwhile, these challenges can have different impacts on women and men even within the same locality. In addition, the vast majority of the population of the oblast's communities is represented by rural women, women with disabilities, IDPs, people aged 60+ and large families, who are the most vulnerable and need the security challenges they face to be identified and taken into account by local self-government bodies.
The security audit for the Minsk community, which includes 39 settlements and has almost 25,000 inhabitants, is important for a number of reasons. First of all, it is about physical security in war conditions. Currently, 62 civil protection shelters are being accounted for in the community, but only an audit will allow us to analyze whether this number is enough, whether there is a need for mobile shelters and, if there is one, where exactly it is better to install them. In addition, a security audit is needed to identify "white spots" in alerting the civilian population. Particular attention is paid in the Minsk community to the availability of social infrastructure - how people with disabilities will be able to use shelters and other social facilities. Also, during the security audit in the community, they plan to analyze the Evacuation Plan - the part that is not secret. In addition, the safety audit will help identify "problem" places in the Minsk community - areas with poor road surface and poor-quality lighting.
